David Miller, University of Strathclyde: More Transparency Needed 2, Letter to the Times Higher Education, 5 March 2009

Professor David Miller, University of Strathclyde 'Lords, lobbyists and Adam Smith’s message We need reform in the House of Lords, but change needs to start in the Commons', Letters to the Editor, , February 5, 2009.
Sir, The National Audit Office investigation of how government IT plans overran by such vast sums of money is welcome (report, Feb 3). Not only do we need to know how such projects have been allowed to overrun, but also why they were undertaken in the first place.

Lobbying by the IT industry has played a part. Figures in the United States suggest that for every dollar spent on lobbying, companies can expect a return of $100. In light of this, and the recent revelations about Lords in the pay of lobbyists, it is clear that we need greater transparency in lobbying. The Government should immediately introduce
the recommendation made by the Public Administration Committee last month for a mandatory register of lobbyists. The proposal includes making public all meetings between ministers, senior officials and industry lobbyists. It might reveal a lot.
